Mr. Khaqan Murtaza is a distinguished civil servant and senior executive with nearly three decades of leadership experience in public administration, institutional governance, and policy implementation. He has held several key positions across major public sector organizations, contributing significantly to institutional strengthening and operational excellence in Pakistan.
He presently serves as Chief Operating Officer at SIUT Trust Hospitals, Karachi, where he leads strategic operations and organizational management in one of the country’s leading healthcare institutions. Prior to this, he served as Chairman of the Employees’ Old-Age Benefits Institution (EOBI) under the Ministry of Overseas Pakistanis and Human Resource Development, and as Director General of the Pakistan Civil Aviation Authority (PCAA) in the Ministry of Aviation. In these capacities, Mr. Murtaza led critical policy reforms, modernized institutional processes, and enhanced organizational performance through innovation and governance improvement.
