Muhammad Aslam Ghauri is a distinguished civil servant from the 21st Common (Secretariat Group) with a career marked by leadership in governance, finance, and public administration. He is currently serving as Special Secretary (BS-22) in the Ministry of National Health Services Regulations & Coordination, Government of Pakistan. Previously, he has held senior roles including Special & Additional Secretary Military Finance and Joint Secretary in the Finance Division, where he managed critical financial oversight and policy formulation at the national level.
At the provincial tier, Mr. Ghauri has served as Secretary in the Environment, Climate Change and Coastal Development Department, the Information Department, and the Training Management & Research Wing of the Government of Sindh. His leadership extended to specialized institutions as Director General of the Sindh Coastal Development Authority and Managing Director of the Sindh Public Procurement Regulatory Authority. He also contributed as Special Secretary in the Law and Home Departments, and represented Pakistan internationally as Community Welfare Attaché at the Consulate General of Pakistan in Barcelona, Spain. His federal assignments include Deputy Secretary in the Ministry of Interior and Director at the National Vocational and Technical Education Commission in the Prime Minister’s Secretariat.
Academically, Mr. Ghauri is recognized for his excellence and versatility. He holds an M.Sc. in Social Policy and Planning in Developing Countries from the London School of Economics (LSE), an MBA in Information Technology from SZABIST Karachi where he graduated as Gold Medallist, an M.A. in Islamic Culture from the University of Sindh, and a Bachelor of Engineering in Electronics from NED University of Engineering & Technology. His strong academic foundation, combined with his wide-ranging administrative experience, reflects his commitment to institutional development, strategic governance, and public service at both national and international levels.
